At right is Page 4.  The notation under the first signature reads (American Ambassador for Germany)

That  signature is from Frederic Mosley Sackett (December 17, 1868 - May 18, 1941) who served as a United States Senator from Kentucky and Ambassador to Germany during the Hoover administration.

A little more than half way down is Brig.-Gen. L. W. Shannon of Canada and is followed by the signature of Frederick P. Small, then president of the American Express Company.
